Lagos State has been ranked as Nigeria’s best-performing state in the 2025 Phillips Consulting State Performance Index (pSPI), becoming the only state in the country to achieve a prestigious five-star rating.

The ranking, released by Nigerian business and management consulting firm Philips Consulting, assessed all 36 states and the Federal Capital Territory across key development indicators, including fiscal management, economic growth, infrastructure, healthcare, education, governance, environmental sustainability, and digital accessibility.

According to the report, Lagos distinguished itself as the nation’s leading subnational government, earning an “exceptional” rating and securing the highest overall score in the comprehensive assessment.

The annual index combines objective development data with citizen perception surveys, providing a broad evaluation of governance performance and development outcomes across Nigeria.

Trailing Lagos in the rankings were Ogun, Kaduna, Adamawa, and Niger states, all of which received four-star ratings for strong performances across several indicators. However, none matched Lagos in governance effectiveness, economic resilience, revenue generation, and public service delivery.

The report attributed Lagos’ dominance to years of sustained investment in infrastructure, transportation, technology, urban renewal, institutional reforms, and policy continuity. The state also recorded outstanding performance in internally generated revenue, reinforcing its reputation for fiscal sustainability and development financing.

Philips Consulting highlighted Lagos’ strategic role as Nigeria’s commercial and financial hub, noting that its extensive transport network, thriving private sector, ports infrastructure, and concentration of businesses continue to drive economic growth and governance success.

The report further commended the state’s leadership in innovation and digital transformation, citing technology-driven governance reforms and digital service initiatives that have improved transparency, efficiency, and citizen engagement.

Unlike many states that rely heavily on federal allocations, Lagos was recognised for its ability to generate substantial local revenue and effectively deploy resources toward development projects and public services, a factor that significantly influenced its overall score.

The 2025 pSPI methodology allocated 70 percent of its assessment to objective performance indicators and 30 percent to citizen perception surveys. Nearly 10,000 respondents participated in the survey component, offering insights into public confidence in governance and service delivery.

Analysts noted that Lagos’ emergence as the only five-star state reflects both its economic strength and the effectiveness of governance systems developed across successive administrations.

The latest ranking also marks a wider gap between Lagos and other leading states compared to previous editions of the index. While Ogun retained its position among Nigeria’s top-performing states, Kaduna, Adamawa, and Niger recorded notable improvements that earned them places in the four-star category.

Philips Consulting stated that the index is designed not only to rank states but also to serve as a governance tool that enables policymakers to identify performance gaps, benchmark progress, and implement evidence-based reforms.

With its latest achievement, Lagos has further cemented its position as Nigeria’s benchmark for governance, economic development, and public-sector performance, setting a higher standard for states seeking sustainable growth and improved quality of life for their citizens.
