Tenancy Bill: Lagos Government Commended for Transforming Rental Market, Protecting Tenants
A property and land management expert, Mr. Olumofe Oluwole, has commended the Lagos State Government for the far-reaching impact of the newly introduced Lagos State Tenancy and Recovery of Premises Bill 2025, describing it as a landmark reform set to reshape the rental landscape in Nigeria’s commercial capital.
Speaking with journalists in Lokoja, Oluwole said the legislation offers “much-needed protection and relief” for tenants who have long endured exploitative practices within the rental system.
According to him, one of the most significant provisions of the new law is the restriction on advance rent collection.
“Under the new law, landlords can only request up to three months’ rent for monthly tenancies and one year for yearly tenancies. This move is expected to ease the financial burden on tenants and help them manage their resources better,” he stated.
Oluwole further highlighted several other key reforms embedded in the bill, including:
Capping of Agency Fees
The law limits agency commissions to a maximum of five per cent of annual rent, effectively curbing the “exorbitant charges” often imposed by estate agents.
Regulated Rent Increase
The legislation makes it mandatory for landlords to issue written notices before increasing rent, a provision Oluwole said will “promote transparency and fairness” in landlord-tenant relationships.
Protection Against Illegal Evictions
“Landlords are now required to follow due process and obtain a court order before evicting a tenant,” he noted, adding that the measure shields tenants from sudden or unlawful displacement.
Efficient Dispute Resolution
The new law also introduces streamlined and transparent dispute resolution mechanisms, including the option of virtual hearings — a feature he described as modern, accessible, and long overdue.
Oluwole emphasised that the Tenancy Bill 2025 is a “game-changer” that addresses long-standing grievances and creates a fairer, more equitable housing system.
“As Lagos continues to grow and attract people from across the world, this legislation will play a pivotal role in shaping the future of housing in the state. Tenants can now enjoy stronger rights, greater security, and improved living conditions,” he said.
He urged other states to study Lagos’ approach and consider adopting similar protections for renters, stressing that secure and fair housing is central to human welfare and urban development. Read More
