Ekiti Governor Biodun Oyebanji has appointed retired Accountant General Titilayo Olayinka to head the state’s treasury again, 24 hours after her retirement
Oyebanji Reappoints Olayinka as Ekiti Accountant General
Ekiti State Governor, Biodun Oyebanji, has reappointed the immediate past Accountant General of the state, Mrs Titilayo Olarike Olayinka, to head the office again, barely 24 hours after she retired from the state civil service.
Olayinka’s new appointment, which takes immediate effect, was announced on Tuesday by the governor’s Special Adviser on Media, Olayinka Oyebode.
She had retired on August 24, 2026, after attaining the mandatory retirement age of 60, having served as Accountant General/Permanent Secretary from November 28, 2019, until her retirement.
According to the statement, the appointment reflects Oyebanji’s determination to deploy experienced and competent professionals to strategic positions as preparations for his second-term administration gather momentum.
Olayinka is a Fellow of the Institute of Chartered Accountants of Nigeria and an Associate member of the Chartered Institute of Taxation of Nigeria. She holds a Bachelor’s degree in Accounting and a Master of Business Administration and has accumulated extensive experience across the private sector, public service and international development.
She has been credited with contributing significantly to improvements in accountability, transparency and fiscal management in Ekiti State during her previous tenure.
Among the recognitions received by the state was its number-one ranking in the BudgIT State Fiscal Transparency League for the second, third and fourth quarters of 2024 and all four quarters of 2025. Ekiti was also recognised among leading states in local government budget transparency and the Subnational Audit Efficacy Index by PLSI.
The state was further rated among the top 10 states in Nigeria for publishing detailed and accessible budget information covering its Local Government Areas and Local Council Development Areas.
The recognitions, according to the statement, reflected improvements in transparency, auditing processes, professional competence and prudent financial management.
In her new role, Olayinka has been mandated by the governor to establish a comprehensive training programme for accountants across the state civil service to strengthen their professional capacity.
Her reappointment places Ekiti among states such as Enugu, Osun and Akwa Ibom that have engaged experienced retired Accountants General to continue leading their treasury offices.
Olayinka is expected to bring to the position decades of experience in accounting, auditing, project management, expenditure control and procurement.
An alumna of the Federal Polytechnic, Ado-Ekiti, Achievers University, Owo, and Ondo State University, Akungba Akoko, she became a chartered accountant in May 1993 and was admitted as a Fellow of ICAN in 2006.
She began her public-sector career as an Accountant with Owena Mass Transportation Company, Akure, in February 1992 and later served as Group Internal Auditor and Chief Accountant at Ondo State Investment Holding Company between January 1998 and March 1999.
Between 1999 and 2003, she served as State Programme Accountant for the United Nations Development Programme. She subsequently held senior accounting positions in key government institutions, including the Ekiti State Ministry of Health, Ekiti State Project Financial Management Unit under the World Bank, Ministry of Information and the State Universal Basic Education Board.
She later became Deputy Accountant General before her elevation to Accountant General/Permanent Secretary in November 2019, a position she held until her retirement on August 24, 2026.
Congratulating Olayinka on her return to the office, Oyebanji urged her to continue serving the state with “greater distinction and dedication” and commended her for her previous meritorious service to Ekiti State.
