FIFA increases World Cup prize money to $400m

FIFA leader Gianni Infantino insisted Friday that football’s world body is no longer a “toxic” brand shunned because of scandals that embroiled past leaders.

Infantino hailed the increase to $400 million in prize money for next year’s World Cup in Russia — including $38 million for the winning team — as a sign of FIFA’s success.

The $48 million increase from 2014 and toughened bid rules for the 2026 tournament were both agreed by FIFA’s ruling council at a meeting in Kolkata.

The increase is “a positive sign in terms of the healthy financial situation of FIFA,” said Infantino who took over from the scandal-tainted Sepp Blatter in February last year.

Infantino said bidding regulations for future World Cups have to be “bullet-proof” after the past scandal that saw FIFA lose sponsors.

“The bidding regulations are of course a milestone in not only FIFA’s history but I think in the history of sports organisations in the way bidding processes are conducted,” said Infantino.

The changes will mean the rival offers by a joint US/Canada and Mexico bid and from Morocco will face greater scrutiny from an independent external auditor.

The bids and the FIFA evaluation committee will also face new restrictions on their activities.

Infantino said the new rules were needed after the 2015 scandal involving former FIFA leaders.

“We want to make sure that the bidding process for 2026 is absolutely bulletproof,” he said.

A US judge on Wednesday imposed the first sentence from the 2015 investigation, jailing a Guatemalan former football chief, Hector Trujillo, for eight months. Trujillo pleaded guilty to wire fraud and conspiracy.

Judge Pamela Chen said that Trujillo had “destroyed” faith in football administrators and “what people feel for soccer in general.”

About 40 defendants have been charged with taking more than $200 million in bribes for TV and commercial contracts.

Infantino said the jailing of Trujillo and other looming hearings in New York were “cases of the past.”

“As far as FIFA is concerned these things cannot happen anymore” because of reforms carried out.

He insisted that FIFA’s commercial success was a sign that it is now a trusted brand.

“Two years ago FIFA could not even speak to any broadcaster or any commercial sponsor because it was considered to be a toxic mark,” said the president.

“Well today the doors are open, the revenues are coming in and we will exceed the budget certainly in terms of revenues.

“At the same time we are much more transparent in terms of costs.”

FIFA reported a $122 million loss for 2015 which it blamed on the legal costs from the scandals. It had to dig into its $1.5 billion reserves to pay the cost.

But it still set a target of $5.65 billion in revenues for the four-year cycle between the 2014 and 2018 World Cups. FIFA aims for a $100 million surplus between its revenues and spending, which is mainly on national associations and running tournament like the World Cup.

Video: Catalan parliament declares independence from Spain

Catalan lawmakers voted Friday to declare independence from Spain, as Madrid vowed, in turn, to “restore legality” and quash the region’s secessionist bid.

With thousands of pro-independence activists gathered outside, the regional parliament in Barcelona passed a resolution to “declare Catalonia an independent state in the form of a republic”.

Spain’s Prime Minister Mariano Rajoy responded immediately, urging “all Spaniards to remain calm”.

“The rule of law will restore legality in Catalonia,” he tweeted immediately after the controversial vote.

Under the eyes of a nervous nation, Catalonia’s regional parliament held a secret ballot, despite an opposition walkout, on a resolution the region´s authorities have no legal power to execute.

The motion was approved with 70 votes in favour, 10 against and two abstentions, a result that immediately saw Spanish shares fall sharply.

– ‘Dark day for democracy’ –
Catalan opposition MPs, refusing to even consider the resolution, walked out en masse on what one described as a “dark day” for democracy.

But those who stayed behind, cheered, clapped and embraced before breaking out in the Catalan anthem as the tally was announced.

Shortly before the Catalan vote, Rajoy urged lawmakers to give him the power to dismiss Catalonia’s secessionist leader Carles Puigdemont, his deputy, and all regional ministers.

If approved, the measures under Article 155 of the constitution, designed to rein in rebels among Spain´s 17 regions, would enter into force on Saturday — effectively leaving Puigdemont and his team out in the cold.

Puigdemont had opted Thursday not to call elections for a new regional parliament, considered by many to have been the only way to prevent Madrid’s power grab.

Instead, he left it up to the regional parliament “to determine the consequences” of the threatened takeover — thus leaving the door open for Friday´s independence push.

Roughly the size of Belgium, the semi-autonomous northeastern region accounts for about 16 percent of Spain’s population and a fifth of its economic output.

Resentment to Madrid’s perceived interference has been growing for years, culminating in an October 1 independence vote deemed illegal by the central government and courts.

But while fiercely protective of their language, culture and autonomy — restored at the end of the 1939-1975 dictatorship of Francisco Franco — Catalans are deeply divided on independence.

Catalan authorities said 90 percent voted “Yes” in the unregulated plebiscite held up by secessionist leaders as a mandate for independence for the wealthy region of 7.5 million people.

‘The Republic awaits’
Only about 43 percent of voters turned out, however, with many anti-secessionists staying away and others prevented from casting their ballot by Spanish police in a crackdown that turned violent.

Based on the vote, Puigdemont threatened to declare an independent republic.

Madrid responded by turning to Article 155.

The senate, in which Rajoy´s Popular Party holds a majority, was set to adopt measures under the article later Friday to depose Catalonia´s secessionist executive and take control of its civil service, police, finances, and public media.

The measures would remain in place until elections for a new regional parliament, though Puigdemont warned Thursday that a takeover from Madrid would escalate the crisis.

Rajoy sought to place the blame for Spain’s worst political crisis in decades squarely on the shoulders of the separatists.

The Article 155 measures were not aimed against the people of the region, he insisted, but “to prevent abuse of Catalonia” by its own leaders.

Far-left groups have already threatened “massive civil disobedience” if Madrid moves to usurp its autonomy.

As lawmakers argued inside the Catalan parliament, thousands of activists gathered outside under the banner: “The Republic awaits, let’s defend it.”

Some sported pro-independence banners, others waved the red-and-yellow Catalan flag to send a message to lawmakers.

There was protest inside the building too, with about 200 separatist mayors, in full regalia, chanting “Independence”, until being silenced.

INTERPOL after run-away Maina as Nigeria expands dragnet

A fresh warrant of arrest has been obtained from an Abuja Magistrate’s Court for the arrest of the run-away former Chairman of the defunct Presidential Task Force on Pension Reforms, Mr. Abdulrasheed Maina.

The international police, INTERPOL, has also been involved to track and arrest Maina, whose recent reinstatement into service caused a national uproar.

Punch quoted the Senior Special Assistant to the President on Media and Publicity, Mr. Garba Shehu, who commented the development.

Shehu said investigation had been extended beyond Maina’s reinstatement and subsequent posting.

He said the investigation would even be extended to some foreign countries.

“Maina’s investigation has been expanded. This is beyond reinstatement. It has gone beyond that.

“You know that the INTERPOL has just issued an international warrant on him. A Nigerian court has also issued yet another warrant of arrest.

“All those cases involving Steve Oronsaye (former Head of the Civil Service of the Federation) that are ongoing, you know Maina is also involved. Law enforcement agencies are looking at that too.

“You are also aware that the Senate is also carrying out its own investigation on the matter.

“The matter is being investigated from all fronts. The EFCC, for example, is discovering more and more properties and its officials are sealing them. They are also looking at banks and all that.

“In fact, this investigation will also touch some foreign countries.”

Shehu said the security agencies, including the Attorney General of the Federation, Abubakar Malami (SAN), were making presentations to the President on the matter.

Meanwhile, Presidency says the claim that the President Buhari administration invited the wanted Abdulrasheed Maina back into country is a `freshly minted falsehood’, and should be discarded by well meaning citizens.

Shehu said in a two-paragraph statement issued in Abuja, dismissed the claim as ridiculous.

The statement read: “The claim that the Buhari administration invited the wanted Abdulrasheed Maina back into country is a freshly minted falsehood. Nobody should believe that.

“The family that made that claim simply wanted to be ridiculous. Please ignore them.’’

The presidential aide, had on Tuesday, issued a disclaimer on a group-photograph of President Buhari, Senate President Bukola Saraki and a member of the House of Representatives, Ado Doguwa, being circulated in the social media in which Doguwa, was mistaken to be Abdulrasheed Maina.

Shehu said: “There is a photograph all over the Social Media of President Muhammadu Buhari, Senate President Bukola Saraki and Hon. Ado Garba Doguwa Alhassan being mistaken to be the embattled ex-chairman of the Presidential Task Force on Pension Reforms, Abdulrasheed Maina.

“Doguwa is the Chief Whip of the House of Representatives, representing Doguwa/Tudun Wada Federal Constituency of Kano State.

“Doguwa represented the Speaker of the House of Representatives at the special Jummat prayers to mark the nation’s 57th year anniversary at the Presidential Villa weeks ago.

“The Speaker could not attend the event because he is a Christian. Please be guided!’’

Maina was appointed by former President Goodluck Jonathan as Chairman of the task force in 2010 to check the corruption in the country’s pension system.

In 2012, the Nigeria Police accused him of misappropriating N100 billion pension funds in connivance with others.

The Civil Service Commission reportedly dismissed him for “absconding from duty’’.

Maina was arraigned in absentia by the Economic and Financial Crimes Commission (EFCC), which declared him wanted in 2015.

Mr Wilson Uwujaren, the spokesman of the anti-graft agency in a statement recently, said Maina remained on the commission’s wanted list
