Threats of war with N/Korea ‘dangerous, short-sighted’—Hillary Clinton

Former U.S. presidential candidate Hillary Clinton on Wednesday said “cavalier” threats to start war on the Korean peninsula were “dangerous and short-sighted”.

Clinton, however, urged the U.S. to get all parties to the negotiation table.

Clinton also called on China to take a “more out-front role” in enforcing sanctions against North Korea aimed at curbing its missile and nuclear development.

“There is no need for us to be bellicose and aggressive over North Korea,” Clinton told the World Knowledge Forum in Seoul, stressing the need for more pressure on North Korea and diplomacy to bring Pyongyang to talks.

Tension between Pyongyang and Washington has soared following series of weapons tests by North Korea and a string of increasingly bellicose exchanges between U.S. President Donald Trump and North Korean leader Kim Jong Un.

“Picking fights with Kim Jong Un puts a smile on his face,” Clinton said, without mentioning Trump by name.

Clinton also indirectly referred to Trump’s social media comments on North Korea, saying, “the insults on Twitter have benefited North Korea, I don’t think they’ve benefited the United States”.

The war of words has seen Trump call the North Korean leader “little rocket man” on a suicide mission, and vow to destroy the country if it threatens the U.S. or its allies.

In turn, the North called Trump “mentally deranged” and a “mad dog”.

Talks between the adversaries have long been urged by China in particular, but Washington and its ally, Japan have been reluctant while Pyongyang continues to pursue a goal of developing a nuclear-tipped missile to hit the U.S.

On Tuesday, Deputy Secretary of State, John J. Sullivan, said the U.S. did not rule out the eventual possibility of direct talks with North Korea.

The situation on the Korean peninsula was now touch-and-go point and a nuclear war may break out any moment”, North Korea’s Deputy UN Amb. Kim In Ryong had told a UN General Assembly committee on Monday.

Aare Onakakanfo position will moderate my radicalism- Gani Adams

The leader of the O’Odua People’s Congress, Gani Adams, on Tuesday said that his new position as the Aare Onakakanfo of Oyo will moderate his radicalism.

At a media chat in Lagos, Mr. Adams promised to use the new position to make friends, resolve issues and fight for unity of Yoruba and the entire Nigeria.

Adams made the pledge while confirming receipt of a letter from the Alaafin of Oyo, Lamidi Adeyemi, conferring him with the chieftaincy title.

”This Aare Onakakanfo position will moderate my radicalism but I will not compromise.

”I am ready to make friends and resolve any issue I have with every Yoruba person and Nigerian.

“I will, as soon as possible, meet with Asiwaju Bola Ahmed Tinubu, I will meet Chief Olusegun Obasanjo as well as Fasehun and others.

“I am ready to fight for justice for Yoruba people and for Nigerians,” Mr. Adams said.

He gave the assurance that he would be good to Nigerians irrespective of their tribes.

Mr. Adams, aged 47, said that Mr. Adeyemi found him worthy of the title because he was young and courageous to face any aggression.

He also said that his charisma, determination, loyalty, focus and interest in the Yoruba race played a role in his choice for the title.

Mr. Adams noted that one could be chosen for the title only as a philanthropist and a freedom fighter.

He thanked God for making it possible for him to be chosen, and pledged that he would serve his motherland faithfully.

He thanked the media for playing a vital role in his life.

The News Agency of Nigeria reports that Mr. Adams has so far received 52 chieftaincy titles.

The Aare Onakakanfo title was last held by the late Moshood Abiola, the acclaimed winner of the June 12, 1993 presidential election.

Mr. Abiola died in 1998.

$25b NNPC Contracts: Senate under pressure to drop probe

The Guardian NG     The Senate has postponed the commencement of its planned investigation into the alleged award of $25 billion worth of contracts in the Nigerian National Petroleum Corporation (NNPC).Following the allegation of abuse of due process made by the Minister of State for Petroleum, Ibe Kachikwu, against the NNPC Group Managing Director, Dr. Maikanti Baru, the Senate resolved to investigate the matter.

The upper chamber also resolved to investigate Baru over alleged insubordination and abuse of office as contained in the leaked Kachikwu’s letter to President Muhammadu Buhari.Deputy Senate President, Ike Ekweremadu, who announced the postponement during yesterday’s plenary session, said that the investigation would commence next Tuesday.

The investigative panel headed by former Sokoto State Governor, Aliyu Wamakko, ought to have started work yesterday.Ekweremadu, who presided over the plenary, did not give any reason for the sudden postponement. It was, however, learnt that pressure was being mounted on the Senate leadership from many powerful quarters to abandon the probe.

When Senate President Bukola Saraki constituted the ad-hoc panel last week, following a resolution of the Senate and public outcry over the award of the alleged contracts, the committee was given four weeks to submit its report.A source said that an earlier meeting scheduled last week by the panel chairman, Wammako, was also called off at the last minute for undisclosed reasons.

Wamakko is yet to address the press about the modalities his committee would adopt in conducting the investigation.After the Senate announced its decision to probe the alleged contracts, the presidency came out to deny their existence.Already, an Abuja-based lawyer, Johnmary Chukwukasi Jideobi, has asked a Federal High Court sitting in Abuja to restrain the Senate from inviting Baru over the allegation.

In his suit, Jideobi asked the court to set aside the October 4, 2017 proceedings of the Senate on the ground that its planned investigation was based on the contents of an unconfirmed document of doubtful origin.

According to the originating summons, the counsel to the plaintiff, Ramsey Abuchi Omego, wants the court to determine “whether in view of combined reading of Sections 5 and 88 (2) (a) and (b) of the amended 1999 Constitution, the investigative power of the Senate is extendable to the contents of documents with unconfirmed, doubtful origin forming the basis of a probe into the activities of Baru in his management of the NNPC.”

The plaintiff is also seeking an order declaring the October 4, 2017 resolutions of the Senate as illegal and therefore liable to be set aside.The plaintiff has also asked the court to issue an order restraining the Senate from acting on the votes and proceedings of October 4, 2017.The defendants in the suit include the NNPC, Baru, Saraki and the Senate.

Also yesterday, the Senate urged President Muhammadu Buhari to appoint a separate minister to take care of power to facilitate higher performance in the sector.
Former Lagos State governor, Babatunde Fasola, has been the minister in charge of Works, Power and Housing since the inception of the Buhari administration in 2015.

Adopting a motion sponsored by Senator Mustapha Bukar (APC-Katsina) on the “Need to Establish and Delegate Special Purpose Vehicles to Execute and Operate Major Power Sector Development Projects”, the Senate sought the immediate incorporation of Special Purpose Vehicles (SPVs) for the implementation of alternative energy projects. It equally sought the use of gas as the source of energy for the Kaduna project in accordance with the original concept.

Defending his motion earlier, Bukar noted that the Federal Government in 2004 conceived the idea of an integrated power project which metamorphosed into the Niger Delta Power Holding Company Limited (NDPHC) incorporated in 2005.“This was in government’s quest to bridge the power gap for sustained economic growth in Nigeria by adding significant new generation capacity to Nigeria’s electricity supply system,” he said.

He noted that the National Assembly enacted the Electric Power Sector Reform (EPSR) Act, 2005 on March 11, 2005, which kick-started the process of privatisation of the Nigerian Electricity Supply Industry (NESI).This, he said, was in a bid to develop a Competitive Electricity Market with the establishment of the Nigerian Electricity Regulatory Commission (NERC). The function of NERC is to provide for the licensing and regulation of the entire value chain of the Nigerian Electricity Market (NEM).

“The privatisation became effective on Nov.1, 2013 when the unbundled Power Holding Company of Nigeria (PHCN) was sold and transferred to successful bidders of the six generation companies (GENCOs) and the 11 distribution companies (DISCOs).“The ownership and control of the Transmission Company of Nigeria (TCN) was retained by the Federal Government for strategic reasons,” he said.

The lawmaker further said that consequent upon the commencement of the privatisation and establishment of the NEM, the role of the Federal Ministry of Power, Works and Housing was restricted.The Chairman, Senate Committee on Power, Eyinnaya Abaribe, said the committee was already making moves towards securing greater efficiency for the sector.

“We are working toward ensuring that these concerns that have been raised by this motion are looked into.“The ministry of power today is combined with works and housing and the thrust of the ministry is to give quality direction. But what we find is that the ministry continues to appropriate these jobs that are specifically meant to be done by agencies under the ministry,” he said.

Ekweremadu said every talk about growing the economy would not work unless the power sector was repositioned.The lawmakers summoned the Minister of Solid Minerals Development, Kayode Fayemi, for a briefing on his plans to protect people in mining communities.They mandated the Committee on Environment and Solid Minerals to visit affected communities and ascertain the levels of damage.

The resolutions followed the adoption of a motion sponsored by Oluremi Tinubu (Lagos Central) and four other senators on lead poisoning in Zamfara State.The chamber further directed the Committee on Environment to investigate activities of the Ministry of Environment with regard to the mining sector.

Meanwhile, Fayemi has disclosed significant gains made by the mining sector, saying improved funding and planning could soon make the industry break Nigeria’s dependence on crude oil.

Why another attempt at power devolution may fail – Saraki

NAN    The President of the Senate has disclosed that overheating discuss on the devolution of power might stall another attempt to get it passed in the Constitution Amendment process.

Saraki disclosed this to newsmen during the 137th Inter-Parliamentary Union (IPU) Assembly in St. Petersburg, Russia on Tuesday.

The National Assembly had in the course of voting for amendment of the 1999 Constitution, on July 26, rejected devolution of power.

The rejection was the outcome of electronic voting on the bill to alter the second schedule, Part I & II of the Constitution, to move certain items from the Exclusive to the Concurrent Legislative List to give more legislative powers to states.

Saraki called for dialogue, saying it was the best approach to getting Nigerians to see the benefits of devolution of power to all, rather than bullying any part into amending the Constitution in that regard.

“Constitution amendment is such that we need the collaboration of everybody and it is always through dialogue not intimidation. We have to come to the table in a peaceful and friendly atmosphere.

“As I have said many times if we had had this amendment about nine months ago, devolution of power would have passed.

“Unfortunately because of all the noise and people equating devolution of power to restructuring, those who were skeptical about restructuring unfortunately developed cold feet.

“I am hoping that things will calm down a bit and we will be able to have this discussion in an atmosphere that will allow people to know that there is nothing detrimental about devolution of power to any part of the country.

“We do not have to play politics with the issue. We must allow the National Assembly to do its job. Noise making is not the answer, there is a process to everything.

“We have sent what we have to the state houses of assembly  to start working on and I am hoping that by the time we start engaging ourselves and getting everybody on board, we will be able to pass it.

Saraki said the national assembly would hopefully have a round table where experts would be invited to enlighten  people on benefits of devolution of power and why it should be allowed to scale through.

Ayo ‘Wizkid’ Balogun’s ‘Come Closer’ has earned him a Soul Train Awards nomination just less than 24 hours after being nominated for two Mobo Award.

The Nigerian superstar was nominated in the best dance performance category in the Soul Train Awards for his ‘Come Closer’ video.

Wizkid will compete with Rihanna, Chris Brown, Solange Knowels, and Bruno Mars to win the category.

This edition’s Soul Train Awards has Solange as the most nominated artist with seven nominations while Bruno Mars has six.

The award ceremony will air on BET November 26.

Aare Ona Kakanfo: Alaafin of Oyo reveals why he picked Gani Adams

The Alaafin of Oyo, Oba Lamidi Adeyemi has revealed all the reasons he appointed Otunba Gani Adams as the new Aare Onakakanfo.

These reasons are revealed in his letter released yesterday titled: ‘The making of new Aare Ona Kakanfo of Yorubaland: Aare Ona Kakanfo Proclamation’.

The monarch disclosed his decision was based on his desire for the Yoruba nation as well as promotion of the region’s tradition and culture.

The Oyo monarch labelled Adams as one “equipped by God with the vitality of youth, agility of the long distance runner, unblemished patriotism, and the wisdom of Solomon.”

“His antecedents in the promotion of Yoruba culture are unquestionable, and he has a clear vision of where the Nation should be in its cultural reawakening both at home and overseas.

“Since the demise of Aare Moshood Olawale Kasimawo Abiola there have been numerous appeals, requests, applications, delegations, and agitations from various parts of the Yoruba Nation for the filling of the vacant position.

“The position of Are Ona Kakanfo in Yoruba history makes it mandatory for us to hasten slowly, and that is what we have done. Manliness, courage, and patriotic zeal (not political ambition or opportunism), were three virtues respected in Yorubaland, even during the Yoruba warfare in the 19th century.

“The Yoruba call heroes Akinkanju, interpreted as brave men and saviours; of their people in times of trouble. In socio-political circumstances, the Akinkanju is considered as vital to his society as the head is vital to the snake.

“The Aare Ona Kakanfo-designate is Otunba Gani Adams, National Coordinator, OPC, Founder and Promoter of Olokun Festival Organization, and Founder of Odua Progressive Union with active branches in Africa and other countries of the world.”

Treason Trial: Produce Nnamdi Kanu or lose N300m bail bond, court tells Abaribe, other sureties

Justice Binta Nyako of the Federal High Court, Abuja, has fixed Nov.20 for Sen. Enyinnaya Abaribe and two other sureties to produce Indigenous People of Biafra (IPOB) leader, Nnamdi Kanu for trial.

The judge gave the order on Tuesday when Mr Ifeanyi Ejiofor, counsel to Kanu, told the court he could not explain the where-about of his client.

The News Agency of Nigeria (NAN) recalls that the other sureties are Immanuel Madu and Torchokwu Uchendu.

NAN reports that Kanu, whose bail was perfected by the voluntary endorsement of the three sureties failed to appear in court to stand his trial.

Nyako said the sureties’ failure to produce Kanu would compel the court to invoke the forfeiture of their N100 million bail bond each.

“The trial of Kanu and his co-defendants was fixed for Oct.17, but reports from both the prosecuting and defendant’s counsel show that Kanu is absent.

“The sureties that helped to perfect his bail conditions are solely accountable for his presence for trial. These sureties are therefore, given time to produce him for trial.

“In the event that they are unable to produce him, the court shall go on to invoke the remaining options left to it,’’ she said.
Earlier, Mr Mohammed Labaran, the prosecuting counsel had moved an application praying the court to grant a bench warrant for Kanu’s arrest.

He said the defendant had flouted all the bail conditions spelt out for him by the court.

The counsel to Kanu, Ejiofor objected to such application, adding that he had filed a suit against the Chief of Army Staff on the where about of Kanu.

Ejiofor had claimed that the military’s invasion of his client’s home on July 11 led to his disappearance, adding that the military was in the best position to tell the where about of Kanu.

Similarly, Mr Ogechi Ogbonna, counsel to Abaribe moved a motion seeking court’s approval for the withdrawal of his client’s consent as Kanu’s surety.

Ogbonna said his client was not in a position to tell the where about of the defendant at the moment.

He further said Abaribe was no longer interested in offering his consent to serve as Kanu’s surety in view of recent happenings.

The judge, therefore, gave Ogbonna options ranging from automatic forfeiture of his client’s N100 million bail bond, to time within which to still search for Kanu.

Ogbonna, having received the hint of the court, selected the latter option.

Chidiebere Onwudiwe, Benjamin Madubugwu and David Nwawuisi are standing trial along with Kanu on a five-count charge of conspiracy to commit treasonable felony and publication of defamatory materials. NAN

Detained Dasuki asks court to adjourn trial indefinitely

Detained immediate-past National Security Adviser, Col. Sambo Dasuki (retd), on Tuesday asked the Federal High Court in Abuja to suspend and adjourn indefinitely his trial on charges of illegal possession of firearms and money laundering.

Arguing the application before Justice Ahmed Mohammed, Dasuki’s counsel, Mr. Ahmed Raji (SAN), asked the court to adjourn the trial indefinitely pending the hearing and determination of the ex-NSA’s motion for stay of proceedings filed before the Court of Appeal, Abuja.

Raji contended that his client’s motion was not seeking an order of stay of proceedings which had been barred by section 306 of the Administration of Criminal Justice Act 2015, but said that the application was brought under section 305 of the ACJA which he argued allowed the court to adjourn a trial after a constitutional issue arising from the trial had been referred to a higher court for determination.

Raji was referring to the appeal filed by his client against the ruling delivered by Justice Mohammed on June 15, 2017, granting the prosecution’s application to permit its witnesses to testify behind screen.

Raji said, “In the cause of the proceedings, a very major constitutional issue arose on witness protection and fair trial, under the Constitution and the defendant here has referred the constitutional matter to the Court of Appeal.

“The notice of appeal, Exhibit C which is the vehicle through which the referral was made, particularly in ground 3, states that section 232(3)(b) of the ACJA has been submitted for the test against the provision of section36(4) of the 1999 Constitution.

“On the basis of this referral the court should adjourn the matter.”

He noted that his client had filed before the Court of Appeal, a motion for stay of proceedings of the trial, adding that once such motion was pending before a higher court, “the lower court is to tarry awhile to await the decisions of the higher court on the pending motion”.

He said, “It is to avoid a situation of foisting a fait accompli on the Court of Appeal.

“Nigeria has been having accidental leaders since 1999”- Na’Abba

A former Speaker of the House of Representatives, Rt. Hon. Ghali Umar Na’Abba has said that Nigeria has been having accidental leaders since the commencement of the Fourth Republic in 1999.

Na’Abba who served as Speaker of lower legislative chamber from 1999 to 2003, called on more Nigerians to participate in politics with a view to opening up the political space.

He stated this in Abuja at the 2016/2017 Matriculation and Fellowship Endowment Ceremony of the National Institute for Legislative Studies (NILS)/University of Benin Postgraduate Programme.

He expressed regret that leadership recruitment process in the country has been hijacked by a few politicians.

The former Speaker advocated for what he called  regular ‘tutorials’ for political leaders at all levels.

“I believe that not just the Legislature, every arm of government that is serving the purpose of governance must invest in exposing democracy to the people.

“It is a sad commentary on our political life that today recruitment into leadership has been subverted by a few politicians because they deny Nigerians opportunity to contest elections and achieve their aspirations through the systematic appropriation of political parties to themselves.

“These politicians have stopped the growth of democracy. And it is true that unless democracy is allowed to grow, we cannot achieve the desired political growth, we cannot achieve the desired economic growth and we can also not achieve the desired social growth in our country.

“That is why we are still in political, economic and social doldrums. We have been having successive accidental leaders since 1999.

“It is time for us to begin to understand that the more participation Nigerians enjoy in politics, the more political development we attain. And consequently economic and social development.

“We have been advocating that tutorials must be taking place on a continuous basis for stakeholders in democracy from the local governments to the states,” he said.

He stressed that every stakeholder particularly party executives must distinguish the duties, functions and distinction between and among our political institutions.

He added that when leaders of political parties are unaware of the differences, it is almost impossible for them to understand the kind of people that should serve at various levels.

On his part, the Speaker, House of Representatives, Rt. Hon. Yakubu Dogara, said the National Assembly had made appreciable efforts in fulfilling its democratic obligations to Nigerians by paying particular attention to capacity building.

Dogara explained that parliamentary capacity development was important to ensure balance of power among the branches of a democratic system.

He commended NILS/UNIBEN for the programmes designed to build capacity of legislative staff.

He said that the knowledge imparted to participants would build a pool of competent staff and members to enhance international best practices in the discharge of their duties.

On her part, the Director General NILS, Prof. Ladi Hamalai, congratulated the students and urged them to take their studies seriously.

Over 85 students matriculated in Masters in Legislative Drafting, Masters in Parliamentary Administration as well as Masters in Legislative Students.

Besides Na’Abba, four former Presiding Officers of the National Assembly received NILS Award of Fellowship. They include: former Senate President from 1979 to 1983, Sen. Joseph Wayas; Dr. Ken Nnamani (2005 to 2007); Rt. Hon. Aminu Bello Masari (2003 to 2007) and current Governor of Katsina State and former Deputy Senate President Sen. Ibrahim Mantu (2001 to 2007). “I will never return to PDP !” -Obasanjo

Nigeria’s former President, Chief Olusegun Obasanjo, has vowed ‘never’ to return to the Peoples Democratic Party (PDP).

The elder statesman told journalists after he met with the National Caretaker Chairman of the party, Senator Ahmed Makarfi, behind closed-doors.

The meeting was held at the Olusegun Obasanjo Presidential Library, Abeokuta, which lasted for one hour.

The former president said, “I will never return to the PDP, just like a dog would never return to its vomit.”

Chief Olusegun Obasanjo was the first President produced by the PDP in 1999, a position he held for eight years.

However, Chief Obasanjo, one of the founding members of PDP denounced his membership when the centre could no longer hold in the party towards the 2015 general elections.
