Revealed! How petroleum ministry officials ‘hid N535 million expenditure vouchers from audit team’

Thirty-nine payment vouchers of a total amount of N535 million (N535,662,523.40) for both recurrent and capital expenditure were hidden by the Ministry of Petroleum Resources and not handed over for audit during a recent audit exercise, a report from the Auditor-General’s office has revealed.

According to Premiumtimesng, the report noted that the payment vouchers, which include N21 million (N21, 583,677) for recurrent expenditure and N514 million (N514,078,646.11) for capital expenditure, “were hidden and not produced for audit examination during the time of audit exercise despite the demand for them.”

The report, signed by the Auditor General, noted further that this may indicate that the expenditures the vouchers represent were illegitimate.
“In view of this, I find it difficult to accept these expenditures as proper and legitimate charges against public funds.

“The payment vouchers should be produced for audit otherwise the total expenditure of N535,662,523.40 (Five hundred and thirty-five million, six hundred and sixty-two thousand, five hundred and twenty-three naira, forty kobo) made should be recovered from the payees,” the report said.

Similarly, between July and December, 2015, the report revealed that the sum of N1 million (N1,093,000.00) was paid to 13 individual accounts and organisations without raising payment vouchers and posting into the Cash book of the same ministry.

This, it explained, is contrary to Financial Regulation 601 which states that “Under no circumstance shall a cheque be raised or cash paid for service for which a voucher has not been raised.”

The Auditor General, therefore, instructed that the N1,093,000.00 be recovered from the signatories to the Government Integrated Financial Management Information System, GIFMIS, platform and recovery details furnished for verification.

The report also revealed that 52 advances granted to 46 officers for a total sum of N18 million (N18, 034,200.00) between January and August, 2015, were not retired as at the time of audit in August, 2016.
Four of the officers got more than one advance without retiring the previous one, the report revealed, contrary to the provision of the Financial Regulation 1420 which states that “it is the responsibility of all Accounting Officers to ensure that all advances granted to officers are fully recovered.”

The audit report instructed, however, that the outstanding advances totalling N18 million (N18.034,200.00) should be recovered from the officers immediately while recovery particulars should be forwarded for verification.

Efforts to get the reaction of the NNPC to the report were unsuccessful. Its spokesperson, Ndu Ughamadu, did not return calls or reply a text message sent to him.

The 2015 audit, the latest by the office of the auditor general, has unearthed several revelations of alleged fraud in government expenditure in 2015.

PREMIUM TIMES recently reported how according to the audit, payments totalling N11,700, 000 were made by the Federal Ministry of Women Affairs and Social Development to enable Minister, Aisha Alhassan, and some other staff members to embark on ‘familiarisation visits’ to unnamed skill acquisition centres in selected states in 2015.

Interestingly, part of the funds was spent on November 11, 2015, the day the minister was officially sworn-in.

The 656-page audit report also revealed how cumulative unremitted revenue from domestic crude oil sales by the Nigerian National Petroleum Corporation, NNPC, stood at about N3.878 trillion as at December 31, 2015.

The report, which formed part of the submissions in the 2015 Annual Audit Report of the Federal Government Account said the state–owned oil company withheld about N644.377 billion in 2015 alone.

The report also said that at least 44 assorted arms belonging to the Nigerian police could not be accounted for between 2013 and 2015, raising fears the weapons could have ended up in the wrong hands.

China plans ban of petrol, diesel cars

Chinese authority says plans are in the pipeline to ban the production and sale of diesel and petrol cars and vans.

The country’s Vice Industry Minister Xin Guobin, said the plan had started with “relevant research” but that it had not yet decided when the ban would come into force.

Guobin told the China’s official news agency Xinhua, that the measures in place would bring profound changes in China’s car industry’s development considering that the country had become the world’s biggest car market.

China made 28 million cars last year, almost a third of the global total.

Both the UK and France have already announced plans to ban new diesel and petrol vehicles by 2040, as part of efforts to reduce pollution and carbon emissions.

Chinese-owned carmaker Volvo said in July that all its new car models would have an electric motor from 2019.

Geely, Volvo’s Chinese owner, aims to sell one million electric cars by 2025.

Other global car firms including Renault-Nissan, Ford and General Motors are all working to develop electric cars in China.

Automakers are jostling for a slice of the growing Chinese market ahead of the introduction of new rules designed to fight pollution.

China wants electric battery cars and plug-in hybrids to account for at least one-fifth of its vehicle sales by 2025.

The proposals would require 8% of automakers’ sales to be battery electric or plug-in hybrids by next year, rising to 12% in 2020.

Xin predicted the change would create “turbulent times” in the industry.

The shift will also have a knock-on effect on oil demand in China. The country is currently the world’s second-largest oil consumer after the U.S.

Governor Ibikunle Amosun of Ogun state has berated Women Affairs and Social Development minister Jummai Aisha Alhassan over her comments on 2019 presidential election candidacy and asked her to resign.

Amosun believes Alhasan is working against Buhari’s government

She had confirmed a BBC report where she expressed preference to former Vice President Atiku Abubakar against her boss, President Muhammadu Buhari, for the 2019 presidential ticket of APC.

Amosun, who spoke at a book launch in Abeokuta, on Saturday said although Alhassan was entitled to her opinion, he expected her to have tendered her resignation immediately after the comments.

The governor said that Alhassan was entitled to her opinion but that he would have saluted her if she had honourably resigned her appointment because no one could blow both hot and cold at the same time.

“I would have saluted her if she had resigned but falling short of resigning has taken everything away from what she had said. Well, I am not Mr President and I know that at the appropriate time he will review things.

“For somebody to have come out and say such thing means she might be working against the government and she will not want that government to succeed.

“That is my own belief.  Although I may be wrong,  if I am in her shoes she should have done that and resigned.’’

Amosun expressed doubt if the Minister desired the success of the Buhari – led administration since she had declared support for Atiku ahead of the 2019 presidential election.

He declared that nobody has the right to stop Buhari from contesting for the presidential election in 2019 except he himself decides against it on health ground.

“On this 2019, the only thing that can probably prevent Mr. president from contesting is on health ground,” he said.

Amosun who commended Buhari for the great positive changes he had effected in Nigeria, said he was the appropriate person the nation needed when he took over the reins of power.

“If not for this administration of President Muhammad Buhari, only God knows where Nigeria would have been  by now.

“Again I am saying it, the only thing that can stop Mr President is on health ground but as we can see today, Mr President is back rejuvenating and very soon it would be clear for everybody to see that Mr president is so well now.

” I commend the President for his performance on the three cardinal programmes of his administration because he has performed better in the areas of security, economy and the fight against corruption,” he said. (NAN)

The fight between Hon Ladi Adebutu and Peoples Democratic Party (PDP) elders from Ogun West is yet to climaxed as emerging reports have it that another principal character, Bukola Olapade popularly known as Ozogbula is involved.

A popular online news portal, societynow.ng revealed Bukola Olopade, a former commissioner in the state had earlier taken Hon Ladi Adebutu on in a brawl that was described an ‘intense encounter’. Societynow.ng in its reports stated the former youths and sports commissioner threatened to ‘slap’ the Hon Ladi Adebutu but was stopped.

According to information available, before Ladi Adetutu ordered yewa political leader, Orisadele out of Ogun state People’s Democratic Meeting – he had an “intense” encounter with former commissioner Bukola Olopade popularly called “Ozogbula”.

Sources disclose the two People’s Democratic Party chieftains had a go at each other at the hotel after days of feelers getting to Ladi that Ozo had publicly declared he would not support his gubernatorial ambition – though they are in the same party.

The son of lottery king Kessignton Adebutu reportedly confronted Olopade at the hotel – that has his father as silent financial muscle- and the former commissioner confirmed the talks to his face.

Tempers had reportedly risen in the course of the engagements with Ladi threatening to throw Olopade out of his father’s hotel and Ozogbula issuing counter threat he would slap him if he doesn’t behave himself.

At a point, Sikirulai Ogundele, the Former chairman of the PDP faction in the state loyal to the younger Adedibu reportedly joined the fray and sided against Olopade.

Faced with a disadvantaged two to one situation and battling on the “enemies” home turf, former commissioner and his were said to have thrown up such manner of theatrics that saw all “combatants” held back from unleashing hell on one another.

Insiders claim this development contributed to Ozogbula declaring support for the gubernatorial ambition of Solomon Olamilekan Adeola widely known as Yayi – the aspirant operating on the platform of All Progressives Congress.

Ruling in forfeiture of Alison-Madueke’s N2.6bn properties adjourns to September 22

Lagos Federal High Court Justice, Chuka Obiozor yesterday fixed September 22, 2017 as the date to hear the application for the final forfeiture of N2.6bn four properties alleged to be owned by  former Minister of Petroleum, Diezani Allinson-Maduake and her cronies. The said properties are located in the Federal Capital Territory (FCT) Abuja, Lagos, and River State.

The Economic and Financial Crimes Commission (EFCC) had filed the application seeking to have the properties finally forfeited to the Federal Government.

The Guardian NG reports  state that the judge also declared that he would hear the response of the third, fourth and sixth respondents in the matter that day.Counsel to the respondents, Emmanuel Bassey, had informed the vacation judge that there was a pending application requesting the EFCC to serve the respondents with the ex parte application, which was used to secure an interim order of forfeiture of the properties.

He also claimed that the request became imperative following an order by another vacation judge, Justice AbdulAziz Anka of the same court, wherein he declared that the ex parte application be served on the respondents.

But counsel to the EFCC, A.B.C. Ozioko, who stated that there was no such order mandating the commission to serve the application on the respondents, argued that the companies involved have no directors and do not even exist.

“We have obtained an interim order in respect of this suit and the case adjourned until today for report and to allow the respondents to show cause why the properties should not be finally forfeited.

“But this morning, we were served a motion on notice by one Nnamdi Eze Anochie. We ask for time to respond and take the application for final forfeiture,” Ozioko submitted.

Justice Anka had ordered that four buildings Lagos and River and Abuja, valued at N2.6b, linked to Alison-Madueke and her associates be temporary forfeited to the Federal Government as they were proceeds of corruption.

Justice Anka issued the order while granting an application marked FHC/L/CS/1279/17, filed and argued before the court by Ozioko.Respondents in the suit are Diezani Alison Madueke; Donald Chidi Amamgbo; Chapel Properties Limited; Blue Nile Estate Limited; Azinga Meadows Limited and Vistapoints Property Development Limited.

The properties ordered to be temporary forfeited are: 21 mixed housing units of eight numbers of four bedrooms penthouse apartment; six numbers of three bedrooms apartments; two numbers of three bedrooms apartment and one of four bedrooms apartment located on 7, Thurnburn Street, and 5 Raymond Street, Yaba, valued at N937 million, among others.The EFCC argued that the properties were purchased by Alison-Madueke and her cronies.  Reports from The Guardian NG

Under the burden of debt, the former billionaire, Wale Tinubu’s pride tottered and spread like dandelions in full blossom. No doubt, Wale has once again, encountered his tender state. According to The Capital, his days of dominion as Oando Plc boss probably began to unravel the day the oil giant borrowed $80 million dollars from one of the founders and majority shareholder of Intels Nigeria Limited, operator of the oil and gas logistics terminals in Onne, Rivers State and Warri, Delta State, Gabriele Volpi.

Volpi has stepped up his battle against the group chief executive officer of Oando Plc, Wale Tinubu, over control of Oando, citing alleged mismanagement, cooked books and huge debts.

Accordingly, Ansbury Investments Inc., a firm set up by Volpi, a multi-billionaire who holds dual Italian and Nigerian citizenship, with extensive interests in oil and gas, ports logistic services and real estate spanning 40 years in Nigeria, has written a petition to the Securities and Exchange Commission (SEC) and is seeking to stop Oando from holding its Annual General Meeting (AGM) slated to take place in Uyo, Akwa Ibom State on September 11

He is also pushing for the removal of Tinubu and his deputy, Mr. Omamafe Boyo, over their inability to repay an $80 million loan, which he lent them.

However, Oando has pushed back on the allegations, with a senior official in the company informing THISDAY that Oando’s AGM would go ahead as planned and accused Volpi of resorting to blackmail in order to force Tinubu and his deputy to buyout Ansbury.

In 2012, Volpi had through his company, Ansbury, invested about $700 million in Ocean and Oil Development Partners Limited (OODP BVI), a special purpose vehicle registered in the British Virgin Islands, by acquiring a 61.9 per cent stake in the firm, while a company owned by Tinubu, Withmore Limited, held 38.10 per cent of the stake in OODP BVI.

Volpi wants Wale Tinubu, Mofe Bayo sacked

Volpi, who also has extensive business interests in Angola, is alleging that he lent $80 million to Withmore to enable Tinubu, whom he said he trusted at the time, to acquire the 38.10 per cent stake in OODP BVI.

Tinubu had approached Volpi to invest in the British Virgin Islands-registered firm when Oando Plc was seeking to acquire ConocoPhillips’ upstream oil and gas assets in Nigeria for $1.5 billion, a deal eventually consummated in 2014.

OODP BVI, in turn, owns 99.99 per cent of the shares of Ocean and Oil Development Partners Nigeria Limited (OODP Nigeria), which holds 55.96 per cent of the shares in Oando Plc, the oil and gas company listed on Nigerian and Johannesburg Stock Exchanges.

According to the report, the grievances of Ansbury, which is now claiming to own 100 per cent of the shares of OODP BVI and 99.99 per cent of OODP Nigeria over Withmore’s inability to repay the $80 million loan, effectively whittling down Tinubu and Boyo’s interest in Oando Plc to 1.2 per cent, stemmed from the alleged mismanagement of the company by Tinubu and Boyo. Ansbury, it was also learnt, is said to be alarmed over the alleged “huge financial mismanagement, very high debt and cooked books” of Oando.

Ansbury is alleging that Oando is in a very bad shape, despite the official financial communications from the company to the contrary.

It was further learnt that Ansbury took the decision to remove the CEO, and sack the entire board and management since March 2017.

Apart from removing Tinubu and sacking the board of directors, Ansbury is also planning to reject any proposal seeking approval for the remuneration of the CEO and other directors of Oando and also reject the approval of the company’s 2016 annual report at its next AGM.

Some residents of Lagos West Senatorial District, including Lagos State University (LASU), Ojo, and National Association of Nigerian Students (NANS), recently got some support from the lawmaker representing them in the Senate, Senator Adeola Solomon, The Sun reports.

While giving his second stewardship accounts at an event at Badagry VIP chalets, Senator Solomon who is also popularly known as Yayi, said he was glad that in fulfillment of one of his electoral pledges, he was privileged to be giving his people a report on the journey so far as well as holding an empowerment and poverty alleviation program for some of them.

According to The Sun, Senator Adeola regretted the recession being experienced in the country prevented him from providing more empowerment materials. He however donated two 18-seater Toyota Hiace buses to LASU and the National Association of Nigerian Students whose members were involved in an accident recently. He also made an endowment for the best graduating accounting student in LASU, and as well bought 500 GCE forms for secondary school pupils.
Yayi also gave out 28 block moulding machines, 29 deep freezers, 28 sewing machines, 10 welding machines, 10 vulcanising machines, 28 generating sets, 28 clippers, and many others as part of his empowerment program.“The above might be a drop in the ocean relative to the huge need to be met in our humongous Senatorial District. But as I said, I do not take your support and confidence in me over these years lightly. I will cherish it for the rest of my life whatever the circumstances, going forward.”
He also added that across the nation, the district did not fare badly in the delivery of dividends of democracy. He urged those yet to directly benefit from the empowerment to be patient, adding that “the exercise was a continuous one.”

Responding after receiving the key to the 18-Seater Toyota Hiace Bus, the Director, Directorate of Advancement of LASU, Prof. Ibiyemi Olatunji-Bello, appreciated Senator Adeola for his kind gesture towards the institution.
“Senator Yayi represents Lagos West Senatorial District, and LASU is also in the district. So, we went to him and challenged him that he had to do something for the university, and he promised us that he would do more than we had even asked for.”
Professor Olatunji-Bello who was also at the event charged the senator to press more on the 35 per cent affirmative action for women in the Gender and Equal Opportunity Bill.
Iyaloja General of Nigeria, Folashade Tinubu-Ojo, who was represented by Alhaja Oluwafumilayo Martins, acknowledged that the senator’s initiative of empowering constituents yearly was laudable. But she expressed displeasure that market women were not carried along.
Oshodi Local Government woman leader, Mrs. Dupe Adebayo, received a deep freezer on behalf of her local government. She said the lawmaker had performed extremely well within two years of representing the district. According to her, members of the constituency were proud of him because of his active roles and the bills he had sponsored so far.
“He is doing what we sent him there to do. We watch and we see those who are active and those who are not. Some are always sleeping while others never contribute to any discussion. Four American women will play in the semi-finals at the US  Open for the first time since 1981, ensuring an American champion will be crowned in Flushing Meadows after Saturday’s final.

Plentiful sunshine should return by Thursday afternoon, and the first match between veteran Venus Williams and 24-year-old Sloane Stephens should play out under an open roof at Arthur Ashe Stadium.

Two-time U.S. Open champion Williams will be the favorite to dispatch Stephens, who is playing in her first grand slam since returning from a 11-month absence due to a foot injury.

Stephens has played inspired tennis since coming back from the injury and even if she were to fall to the 37-year-old Williams, she would still walk away from the tournament a winner.

‘Allegation of $1.2m London house is not true’- Stella Oduah

 

(NAN)     A National Assembly member, Sen. Stella Oduah, has debunked allegation that she bought a 1.2 million dollars house in England while she was Minister of Aviation, saying it is untrue.

She said at a News Agency of Nigeria (NAN) Forum in Abuja on Thursday that the allegation made in an online publication was a total falsehood, without any foundation.

The online medium’s report alleged that the senator purchased the property under another name and that the ownership of the property was uncovered when she attempted to rent it out in March, 2017.

Oduah described as “unfortunate’’, the medium’s penchant for continual publication of falsehood about politicians and people in government.

“Of course, the allegation is not true, it cannot be true.

“It is unfortunate that we have a country where journalists will copy a story without verifying the authenticity of that story.

“When you read my statement on it later, then it will be for you to make up your mind. But, categorically it is untrue and it is unfair,’’ she said.

The lawmaker recalled that the same online medium had reported that she purchased two BMW cars when she was minister.

She said that the medium only published lies, adding that the vehicles were property of the Federal Government, which she never bought for herself or took away when she left the minister.

According to her, that was the same way they carried a story about bullet proof cars; bullet proof cars were never bought by me, not even by the agency they alleged.

“In fact, bullet proof cars were never a transaction that was not approved.

“They were two vehicles that were on higher purchase by the agency and the ministry directed that because of the need as proposed by the agency, they should go ahead and do the higher purchase.

“Suddenly, for the online medium, higher purchase turned into procurement; I don’t know if there is a similarity between higher purchase and procurement.

“So, I now realise and symphatise with anybody that works or tries to work for government, because you will have the likes of Sahara Reporters thrive on making your life difficult.

“I rise above that at all times because I know that what they say is never the truth, particularly on my case, it is not true.

“It cannot be true; why will I purchase vehicles on higher purchase and then it is on the ministry’s and agency’s name, why?

“That same vehicle, I never drove it for one day and when I was leaving the ministry, I didn’t take it along with me?

“The question should be `where are those bullet proof cars today?” she said.

2019 Election: I Will Support Atiku Against Buhari-Minister

Ahead of 2019 general elections, Minister for Women Affairs, Hajia Aisha jummai Alhassan, has declared support for former vice president Atiku Abubakar, saying President Muhammadu Buhari promised members of his party, the All Progressives Congress (APC) before he was elected in 2015 that he would only serve for one term.
The implication of the disclosure by Alhassan, is that the president may not run in 2019.
“In 2014/2015 he (Buhari) said he was going to run for only one time to clean up the mess that the (previous) PDP government did in Nigeria. And I took him for his word that he is not contesting in 2019,” an agency report quoted her as saying yesterday.
In an interview with the BBC Hausa Service, she restated her position, saying she would resign if Buhari presented himself for re-election.
The minister who was caught on camera pledging loyalty to former vice president Atiku Abubakar if he decided to run, allegedly told the media that she would personally discourage Buhari from re-contesting, insisting that she was ready to sacrifice her position in the federal cabinet.
Abubakar was deputy to former president Olusegun Obasanjo from 1999 to 2007 on the platform of the People’s Democratic Party (PDP). He joined the APC in 2014.
“If today Mr. President says he is running in 2019, I will go to him respectfully and thank him for giving me an opportunity to serve and then tell him that I have to resign because my political father may be running,” the minister fondly called “Mama Taraba” said.
Before his election in 2015, Buhari had contested and lost the presidential poll in 2003, 2017 and 2011, twice under the All Nigerian Peoples Party (ANPP) and the Congress of Progressives Change (CPC). He contested for the fourth time on the ticket of the APC, a coalition of several political parties, after beating Rabiu Kwankwaso, Atiku and others at a keenly contested primary held in Lagos.
In the interview with the BBC, Mama Taraba said: “Atiku is my godfather even before I joined politics, and again Baba Buhari did not tell us that he is going to run in 2019. And let me tell you today that if Baba said he is going to contest in 2019, I swear to Allah, I will go before him and kneel and tell him, ‘Baba, I am grateful for the opportunity you gave me to serve your government as a minister. But Baba, just like you know, I will support only Atiku because he is my godfather.’ (That is) if Atiku said he is going to contest; as we are talking now, Atiku has not said he is going to contest. Why I said our president in 2019 is because we all hope he (Atiku) is going to contest, but he never told us that he is going to contest. But if he said he is going to contest, I will surely do what I told you I will do, because if Atiku said he is going to contest and I remain in the cabinet of Baba while Baba (Atiku) also wants to contest, then I have become a hypocrite, and I am not one. If I said I am not with Atiku, Buhari himself will not trust me at all because he will say I am a hypocrite.”


Asked if it was not too early to start campaigning, she replied: “Yes, I made this statement when we went for a courtesy call during Sallah festivities. I am not going to stand before him and campaign. Besides, this is not the time for campaign. Even when my people asked me to come out and start campaigning, I told them this is not the time for that. This is the time to work for the people.”
Sher blamed political foes who wanted her fired from the Buhari cabinet, for the video that went viral. But she declared that she was not scared sack.
“…they have been going round saying I should be sacked as minister. I never hoped to be a minister, Allah gave it to me If I get sacked, it will not bother me because I believe in Allah, that my time has elapsed; because I believe only Allah do and undo. And you think Baba is a mad man like those calling for my sack? They have been sending it and spreading that if Baba sees this I will be sacked. He will not sack me from being a minister because of this, only if I commit another offence. I am doing my job as a minister with all my heart and I always protect this government because it is a government of APC. And Baba our President, the President of Nigeria and somebody that I respect even before I joined politics. I will continue to respect him as a man of integrity. For those who are saying I will be sacked, they will be shamed. And even if I am sacked, I believe it is my time as minister that has ended. I never asked for it, Allah gave it to me.”
Reacting, the APC promised to take appropriate sanction against Alhassan.
National Publicity Secretary of the governing party, Malam Bolaji Abdullahi, told Daily Sun that though the party had been following the development in the media, the national leadership of the party would meet, deliberate over it and take the necessary disciplinary action if need be.
“All I can tell you is that we are following the development. The national leadership has not met to take a decision on the issue. We will meet when we get the detail report to take the necessary disciplinary measure if need be,” he said.
