Nigeria Customs Generate N183bn in 8 Months from Tin-Can

The Tin-Can Island Port Command of the Nigeria Customs Service (NCS) generated N183 billion between January and August 2017, its Customs Area Controller, Yusuf Bashar said.

The customs area comptroller said this in a statement issued by the Public Relations Officer of the command, Mr Uche Ejesieme in Lagos on Thursday.

Bashar, who compared the amount to N156 billion the command generated in 2016, attributed the high revenue generated by the command to policies and plans aimed at blocking all areas of revenue leakages.

He said that the revenue for August stood at N28 billion, a development he described as the highest in the history of the command.

“But for the exclusion of 41 items from the Foreign Exchange window, the command could have doubled its revenue profile,’’ the controller said.

According to him, the command is becoming more thorough in its revenue drive, to the extent that all high-yielding revenue consignments are closely monitored to avoid circumvention of procedures.

The area comptroller said that the Customs headquarters expected so much from the command, assuring that the command would continue to develop adequate operational template and modalities capable of entrenching integrity in its operations.

Bashar said that all officers and men of the command had the compelling need to discharge their functions in line with the change mantra of the Comptroller-General of Customs, retired Col. Hameed Ali.

The controller said he would sustain and surpass the revenue target of the command in line with the expectations of the NCS management.

Bashar commended port stakeholders for complying with the fiscal policies of the Federal Government.

The controller urged port stakeholders yet to comply with the policies to toe the path of sanity through honest declaration.

He stressed that integrity, due diligence, honest declaration and transparency were key elements of Customs operations.

He also stressed the need for leadership skills and advised officers in charge of terminals and other senior officers to exhibit high moral standards.

The controller, who noted that high cargo traffic was usually expected at this period of the year, advised importers to desist from importing prohibited goods.

“All importers ought to be conversant with the external tariff, especially schedules 3 & 4,’’ he said.

Bashar urged patriotic Nigerians to oblige the command with credible information about illegal documentation, with promised that the identity of informants would be protected. (NAN)

Ogun State’s Peoples Democratic Party (PDP) 2019 governorship aspirant, Hon. Ladi Adebutu recently demeaned leaders of the party from Ogun West.

According to The Capital, Hon. Adebutu shouted and asked one of the prominent leaders of the party in the state to “get out!” from an ongoing stakeholders’ meeting.

Perhaps because he is the heir to the multi-billion naira lotto empire of his octogenarian father, Kessington Adebutu; or because he is being primed by his deep-pocket father to govern Ogun State in the next dispensation, either way, Ladi has an uncanny ability to easily blur the line between sheer exuberance and patent excitability.

Predictably, some Ogun West leaders among whom were former deputy governor, Alhaja Salmot Badru; a woman leader, Mrs Iyabo Apampa; Hon Waliu Taiwo and Hon Semiu Babatunde, began to grumble loudly. However, the party chairman in Ipokia Local Government of Ogun West district, Hon Orisadare could not stomach the cascade of insults by Bakare and got up to protest.

It was at this point that Hon Ladi Adebutu, the sole financier of the factional PDP in the state, furiously got up, snatched the microphone from Bakare and ordered Orisadare to get out of the meeting. “Who are you, who brought you here that you are constituting a nuisance? I don’t want to see you here again.

Barcelona President, Bartomeu claims Messi has not sign contract extension

Barcelona’s under-fire president Josep Maria Bartomeu launched a counter-attack on his critics on Tuesday by insisting a four-year contract extension for Lionel Messi has been signed by the player’s agent and father, Jorge Horacio Messi.

Barca announced an agreement with the five-time World Player of the Year in July, but Messi himself is yet to put pen to paper amid rumours he is unhappy with the running of the club.

Messi’s current deal expires in 2018 meaning he could leave Barca for free next summer.

“It is all agreed and signed,” said Bartomeu in an interview with Barcelona-based daily Sport.

“There are three contracts: one with Messi’s foundation, that is signed by the president of the foundation and the player’s brother; a contract with Leo Messi’s image rights, that his father and administrator of his company have signed; and the work contract that Leo’s father has signed.”

When pressed on the delay in Messi signing the deal, Bartomeu claimed both the player and club’s hectic start to the season was to blame and that it would be resolved within a month.

“There are no problems. All that is left is the protocol of the signature. We are calm,” he added.

Bartomeu and his board have received fierce criticism for their handling of the recently closed transfer window as Paris Saint-Germain enticed Neymar away from the Catalan giants for a world record 222 million euros ($263.7 million).

A vote of no confidence motion has been launched by former Barca presidential candidate Agusti Benedito that could oust Bartomeu if it receives enough support from the club’s members in the coming weeks.

However, Bartomeu described the loss of the Brazilian as an “opportunity” for Barca to build their team around the midfield rather than a superstar front three of Neymar, Messi and Luis Suarez.

“The trident was very good but it had its consequences. It is an opportunity to return to the collective football in the middle of the field, which traditionally was Barca’s strength.

“It is an opportunity, with a new coach, a new project. We need to stop being pessimistic!”

Neymar’s departure sparked a haphazard shopping spree from Barca, who landed 20-year-old French winger Ousmane Dembele for an initial 105 million euro fee from Borussia Dortmund and Paulinho for 40 million from Chinese club Guangzhou Evergrande.

However, Barca missed out on a host of other targets, including Liverpool’s Philippe Coutinho, blaming the rampant inflation in the transfer market caused by PSG and Abu Dhabi-backed Manchester City.

La Liga has asked UEFA to investigate both PSG and City for breaches of financial fair play rules.

“Qatar and Abu Dhabi are two countries that have two clubs,” added Bartomeu.

“If Bayern Munich, Manchester United, Real Madrid or Arsenal buy a player from you, you know (the money) comes from football.

“But these two clubs distort the market.”

The federal government has welcomed exit of Nigeria from recession, but with caution and optimism.

It said it would continue to drive economic growth by vigorously implementing the Economic Recovery & Growth Plan (ERGP) launched earlier this year by President Muhammadu Buhari.

A statement by Mr. Laolu Akande, Senior Special Assistant to the President on Media & Publicity, Office of the Vice President, said National Bureau of Statistics broke the news.

He said: “The overall economic plan and direction of the administration has resulted, among others, in sustained restoration of oil production levels.’’

The sustenance, he explained, was made possible because of the enhanced security and stability in the Niger Delta.

He backed up his statement with that also released by the Economic Adviser to the President, Dr. Adeyemi Dipeolu, on the analysis carried out on 2nd quarter 2017 economic performance of National Bureau of Statistics (NBS).

“The figures released by NBS for the second quarter of this year (Q2 2017) show that the economy grew by 0.55% from -0.91% in Q1 2017 and -1.49% in Q2 2016.

“This in effect means that the Nigerian economy has exited recession after five successive quarters of contraction,’’ Dipeolu said.

This positive growth was attributable to both the oil and non-oil sectors of the economy, he said.

Growth in the oil sector which has been negative since Q4 2015 was positive in Q2 2017 as it rose by 1.64% as compared to -15.60 in Q1 2017; an increase of up to 17 percentage points.

“This improvement is partly due to the fact that oil prices which have improved slightly from the lows of last year have been relatively steady as well as the fact that production levels were being restored.’’

According to NBS, the non-oil sector grew by 0.45% in Q2 2017, a second successive quarterly growth after growing 0.72% in Q1 2017.

“This increase which was not quite as strong as it was in Q2 2016 reflects continuing fragility of economic conditions.

“However, given that nearly 60% of the non-oil sectors contribution to GDP is influenced by the oil sector, growth in the oil sector will help boost the rest of the economy.

“The positive growth seen in agriculture when the rest of the economy was contracting was maintained at 3.01% which is encouraging especially if seasonal factors are taken into account.’’

Manufacturing growth, he said, was also positive at 0.64% and although lower than the previous quarter’s growth of 1.36%, it was an a noticeable improvement over the -3.36% experienced in Q2 2016 and a continuation of the turnaround of the sector.

Solid minerals which remained a priority of the Administration also continued to grow and in Q2 2016 by 2.24%.

Generally, industry as a whole grew by 1.45% in Q2 2017 after nine successive quarters of contraction starting in Q4 2014.

“This positive development was somewhat overshadowed by the continued decline in the services sector which accounts for 53.7% of GDP. Nevertheless, electricity and gas as well as financial institutions grew by 35.5% and 11.78% respectively in Q2 2017.

“The GDP figures give grounds for cautious optimism especially as inflation has continued to fall from 18.72% in January 2017 to 16.05% in July 2017.

“Foreign exchange reserves have similarly improved from a low of $24.53 in September 2016 to about $31 billion in August 2017.’’

“In the same vein capital importation grew by 95% year-on-year driven by portfolio and other investments but also notably by foreign direct investment which increased by almost 30% over the previous quarter.

“Foreign trade has also contributed to improving economic conditions with exports amounting to N3.1 trillion in Q2 2017 while imports which increased by 13.5% amounted to N2.5 trillion in the same period. The overall trade balance thus remained positive at N0.60 trillion.’’

The analysis shows that unemployment remained relatively high but job creation was expected to improve as businesses and employers increasingly respond more positively to the significantly improving business environment and favourable economic outlook.

“Besides, as key sectoral reforms in both oil and non-oil sectors gain traction, the successful implementation of ERGP initiatives such as N-Power and the social housing scheme will boost job creation.

“Food inflation also bears watching as it has remained quite high and volatile due mostly to high transport costs and seasonal factors such as the planting season.

“Investments in road and rail infrastructures, increased supply and availability of fertilizers and improvements in the business environment should contribute to the easing of food prices.’’

Dipeolu said that the end of the recession was welcomed but economic growth remained fragile and vulnerable to exogenous shocks or policy slippages.

AFP  The US has accused North Korea of “begging for war” and pushed for the “strongest possible measures” on Pyongyang following its sixth and most powerful nuclear test.

As world powers scramble to react to the latest grave step in the North’s rogue weapons programme, South Korea launched major live-fire naval drills to warn its isolated neighbour against any provocations at sea Tuesday morning local time.

US Ambassador Nikki Haley told an emergency meeting of the UN Security Council that Washington will present a new sanctions resolution to be negotiated in the coming days, with a view to voting on it next Monday.

“Only the strongest sanctions will enable us to resolve this problem through diplomacy,” Haley told the meeting Monday called by the United States, Britain, France, Japan and South Korea.

North Korea on Sunday triggered global alarm when it detonated what it described as a hydrogen bomb designed for a long-range missile.

The underground blast had a yield of between 50 and 100 kilotons, or on average more than five times more powerful than the bomb detonated over Hiroshima, UN political affairs chief Jeffrey Feltman told the council.

Declaring that “enough is enough,” Haley said incremental sanctions imposed on Pyongyang since 2006 had failed.

Leader Kim Jong-Un’s “abusive use of missiles and his nuclear threats show that he is begging for war,” she said.

“War is never something the United States wants and we don’t want it now, but our country’s patience is not unlimited,” she said.

 ‘Insulting’ 

Haley did not spell out what measures Washington was seeking, but diplomats said they could target oil supplies to North Korea — potentially dealing a major blow to the economy.

New sanctions could also seek to curb tourism to the country and ban North Korean laborers sent abroad.

The draft text was expected to be presented to the 14 other council members on Tuesday as the United States sought to respond quickly to reports that North Korea was preparing another missile launch.

Pyongyang in July fired two intercontinental ballistic missiles (ICBMs) that apparently brought much of the US mainland into range and Seoul has said it could be planning another test.

At the UN, China’s ambassador Liu Jieyi warned that the crisis was worsening and emphasized the need for dialogue and a diplomatic solution.

“China will never allow chaos and war on the (Korean) peninsula,” he asserted.

Liu urged the parties to agree to a Chinese-Russian plan calling for the North to freeze its missile and nuclear tests and the United States and South Korea to suspend joint military exercises.

Haley rejected the proposal as “insulting.”

“When a rogue regime has a nuclear weapon and an ICBM pointed at you, you do not take steps to lower your guard. No one would do that. We certainly won’t,” she declared.

Russia said it would study the new US proposals for sanctions, but again stressed those measures alone would not resolve the crisis.

“This is not the way to get parties to the table to seek a political solution,” said Russian Ambassador Vassily Nebenzia.

The council has imposed seven sets of sanctions on North Korea since it first tested a nuclear device in 2006, but Pyongyang has repeatedly found ways to circumvent the measures.

The most recent resolutions, however, have zeroed in on the economy, targeting key exports sectors such as coal that are a source of hard currency for the regime.

Haley reiterated US threats to impose sanctions on countries that conduct trade with North Korea, saying these nations will be seen as “giving aid to their reckless and dangerous nuclear intentions”.

That could have major reverberations: China is the largest trading partner of both the North and the United States.

South Korean response

South Korea’s defense ministry said it was already strengthening its defenses, in part by deploying more US-made Terminal High-Altitude Area Defense (THAAD) missile launchers.

The South carried out an early-morning volley of ballistic missiles Monday simulated an attack on the North’s nuclear test site, followed Tuesday by the naval drills.

US President Donald Trump and South Korean leader Moon Jae-In spoke on the phone Monday and agreed to remove limits on the payload of the South’s missiles, fixed at 500 kilograms according to a 2001 bilateral agreement.

Trump also approved in principle, the sale of “many billions of dollars’ worth of military weapons and equipment from the United States by South Korea,” according to a White House readout of the call which did not mention any specific new deals.

Seoul was the fourth-biggest importer of US arms between 2010-2016, purchasing nearly $5 billion of weaponry in that period according to an analysis by the Stockholm International Peace Research Institute.

On Sunday US monitors measured a powerful 6.3-magnitude earthquake near the North’s main testing site.

Hours before the test, the North released images of Kim inspecting a device it called a “thermonuclear weapon with super explosive power” entirely made “by our own efforts and technology”.

The South’s defence minister said Seoul believed the North had succeeded in miniaturising a bomb to fit into a missile.

The North says it needs nuclear weapons to defend itself against the threat of invasion, and analysts say it is seeking to strengthen its hand for any future negotiations with Washington.    AFP

Parents grumble as Gov. Amosun orders pupils to pay N750,000 per session in Ogun Model College

The much awaited Ogun State Model College is set to commence operation.  The full boarding school resumption date is 17th of September 2017 but the fee of N750,000 per session is what parents of applicants are grumbling over.

The Ogun State Ministry of Education, Science and Technology in its admission letters through the department of Secondary Education has directed parents of successful applicants to pay the sum of N250, 000 per term bringing the total sum to N750,000 per session.

According to an admission letter made available to news headline247, the state government claimed it has discounted 37.5% from the original fee of N400,000 per term. Therefore a total of N450,000 was cut from the initial N1.2m per session.

A concern parent who spoke with our reporter said the fee is ‘outrageous’ and ‘unaffordable’ for most parents who are looking up to the government for quality education. “The school is not meant for minimum wage earners but deliberately scripted to suite elites’ kids only,” an angry parent told our reporter.

The minimum wage in the state is N18,000.

A minimum wage earner will have to work for three years and nine months to be able to pay for a session-per child-in the model college.

In a surprise announcement, Kensington Palace revealed on Monday morning that Prince William and Duchess Kate were expecting their third child.

USA Today informed as with her other two pregnancies, the Duchess is suffering from Hyperemesis Gravidarum, a form of severe morning sickness, and was forced to cancel her engagements Monday.

“The Queen and members of both families are delighted with the news,” the palace said in a statement released on Twitter.

William and Kate already have two children, Prince George, 4, and Princess Charlotte, 2.

Hull City defender Ola Aina could make his international debut for the Super Eagles on Monday against Cameroon in Yaounde after his international clearance came through from the World governing body, FIFA.

According to Completesportsnigeria.com, the clearance makes Aina eligible for Monday’s Russia 2018 World Cup qualifier reverse fixture against Cameroon in Yaounde.

Aina was ineligible to feature for Nigeria in Friday’s 2018 World Cup qualifier against Cameroon which ended 4-0 in favour of the Super Eagles at the Godswill Akpabio stadium, in Uyo because the NFF was still awaiting official greenlight from FIFA.

Aina, who is on a season-long loan at Hull from Chelsea, was brought in by the Eagles coach to fill the gaps in the full-back positions.

The player was born in London to Nigerian parents. Although he has a Nigerian passport, he has represented England at various junior levels and so needed to apply to change his international allegiance.

Rohr had hoped to use Aina in the first clash against Cameroon but the FIFA clearance did not arrive on time.

Nigeria have nine points from three matches in Group B of the FIFA 2018 world cup African qualifiers, while Zambia are second on four points and Cameroon remain on two points.

Kano Political Mayhem: Gov Ganduje moblised thugs to attack us-Kwankwaso’s spokesperson

Several people were injured in Kano on Saturday as violence occurred between supporters of the current administration of Governor Abdullahi Ganduje and those of his predecessor, Rabiu Kwankwaso Premium Times reports.

Two of those who sustained injuries and were reportedly hospitalised include a former Secretary to the State Government under Mr. Kwankwaso, Rabiu Bichi, and the ex-governor’s younger brother, named Sani.

Narrating her version of what led to the violence, Binta Sipikin, a spokesperson to Mr. Kwankwaso, said the former governor’s supporters went to the palace of the Emir of Kano, Muhammadu Sanusi, just before the commencement of a traditional celebration, Hawan Daushe.

Ms. Sipikin alleged that on arriving at the palace, police officers there pushed them back using tear gas cannisters and other devices, forcing the supporters to scamper for safety.

“But as that ensuing melee grew, we just saw people hitting us with cutlasses, heavy sticks and other dangerous weapons,” she said. “Then I fell down and my eyeglasses broke.”

She added that while her children were trying to drag her up, she “saw Rabiu Bichi the former SSG standing on me before somebody from his behind hit him with cutlass and another moved forward to stab; him but Kwankwaso’s younger brother used his hands to block and they nearly cut his hands.”

Ms. Sipikin accused Governor Ganduje of being behind the attack. She said it was Mr. Ganduje who mobilised the police and the thugs.

The governor, however, denied the allegation.

The Kano State Commissioner of Information, Mohammad Garba, said the governor was not even in the state when the violence occurred. He said the governor and his team travelled to neighbouring Katsina State to pay Sallah homage to President Muhammadu Buhari in Daura.

The president is in his home town of Daura for the Sallah celebrations.

Mr. Garba said when the governor and his team returned to Kano on Saturday evening, the emir’s palace was peaceful and the Hawan Daushe held peacefully.

The state caretaker chairman of the ruling All Progressives Congress, APC, Abdullahi Abbas, also refuted allegations that the governor or his supporters were responsible the attack on Mr. Kwankwaso’s supporters, known as ‘Kwankwasiyya.’

Mr. Abbas suggested that the violence may have been caused by the former governor’s supporters.

“If they didn’t go to the emir’s palace with mischievous purpose, how will the police chase them away if they were peaceful.”

But Ms. Sipikin insisted that the attackers were Mr. Ganduje’s supporters.

“We recognised most of them,” she told PREMIUM TIMES. “And right now, our people including the former SSG are receiving treatment at Murtala Muhammad Hospital, Asiya Bayero hospital and AKTH; over 20 of us.”

When contacted on Saturday evening, the spokesperson of the police in Kano, Musa Majiya, asked to be given time to find out the true situation.

Mr. Majiya, a deputy superintendent of police, called back on Sunday morning to explain that the police only got involved when it received a complaint of the violence at the emir’s palace.

He said the police deployed its officials to the scene to maintain peace and orderliness.

Although Messrs. Ganduje and Kwankwaso were allies and belong to the same political party, APC, the rivalry between them has become intense, splitting the party in the state into two.

Efforts by the national leadership of the APC, including by President Buhari who has met both men, to resolve the dispute have failed.
