The ambition of Central Bank Deputy Governor, Bayo Adelabu to govern Oyo state is in danger! The high profile Ibadan man is being accused of grand involvement in a monumental fraud currently being investigated by EFCC.

According to available details, Adebayo Adelabu was invited to the Ikoyi office of the anti-graft agency for stern interrogations.

Information gathered stated “Adebayo Adekola Adelabu following his interrogation and admission to administrative bail by anti-graft agency Economic and Financial Crimes Commission (EFCC), for abuse of office and role in the alleged siphoning of shareholder funds via phoney loans at First Bank Plc, where he previously served as Executive Director and Chief Financial Officer.”

The probe against Mr Adelabu is said to be in two folds, one was deeds traced back to his former place of employment, First Bank Plc and the other, an alleged involvement in the Diezani Madueke’s striking corruption revelations.

Like the proverbial merchant of Sicily, driven by lust for inordinate riches, Adebayo Adelabu, the Deputy Governor of CBN, nurtured no inhibitions in his pursuit of riches, unearned riches to be precise. This explains his willingness to play ball with former petroleum minister, Diezani Alison-Madueke, in grand plot financial felonies.”

The Capital an online platform stated that “ investigators believe that Adelabu, who is presently serving as one of the Deputy Governors at the Central Bank of Nigeria (CBN), allegedly connived with former GMD of the bank, Olabisi Stephen Onasanya and a top and popular businessman who is a former chairman of the bank to arbitrarily approve loans running into several billions of naira which have since gone bad.

The EFCC is particularly looking at billions of naira in bad loans approved for a popular businessman’s companies during his tenure as Chairman of the bank. The recklessness of the bank bosses prompted the CBN to introduce stiffer corporate governance rules to protect shareholder funds from being abused by insiders.

The die is indeed cast for Adelabu; further findings revealed that the embattled former First Bank Executive Director set himself up for disgrace by his excessive greed and lust for quick money. Sources within First Bank disclosed that he had always carried himself around like a Lord of other people’s manor.

In Adelabu’s case, many other accidental deep pockets have probably learnt few had lessons on the dos and don’ts of executive banking, morality and citizenship. This are certainly the worst of times for him. Adelabu, who is believed to have amassed a huge war chest, is preparing a bid for the governorship of Oyo State in 2019.

He was interrogated for hours on Monday at the Ikoyi, Lagos office of the EFCC and subsequently released on administrative bail. EFCC sources say he is expected to return to the agency for further questioning and may be charged to court for fraud and insider abuse when investigations are concluded. Shame! Effort made to reach him for his own side of the story proved abortive at the time of filling this report.

But since news of the development hit town, his political opponents have been making all manners of feast of it.

The twist is said to be coloring his ambition to become the next governor of Oyo state in unappealing shades.

Migrants adopt dangerous, cheaper means to enter Europe

African migrants are seeking a cheaper and dangerous path to Europe with a rising number setting sail for Spain from Morocco using toy dinghies and jetskis, migration experts say.

According to Krzysztof Borowski, spokeman of the European Union’s border agency Frontex, most migrants are crammed into flimsy toy boats, raising fears over their safety.

“The use of these playthings is troubling … one large wave and they can flip over and leave people in danger.

“Their vessels of choice are high risk. These toy boats are very hard to spot at sea for rescue operations.” he said.

The voyage from Libya across the Mediterranean Sea to Italy remains the most popular route, 95,000 migrants have set sail this year, yet numbers are down compared with 2016, while sea arrivals to Spain from Morocco have more than doubled.

At least 6,000 migrants have taken the latter route this year, with many looking to avoid lawless Libya and cross a shorter stretch of sea traditionally used to smuggle drugs,

Borowski said the bodies of 25 migrants have been recovered along the route this year, but the total number of deaths is likely to be far higher as most corpses are never found.

While the average price demanded by smugglers for the journey has doubled over the last year to about 1,000 euros (900 pounds), it is still cheaper than other routes, Frontex said.

Smugglers in Morocco offer different options to migrants, the less risky the trip, the higher the price, ranging from toy dinghies to speedboats to jetskis, with the crossing taking only 30 minutes but costing up to 3,000 euros (2,700 pounds).

Spain’s maritime rescue service, which includes ships, planes and helicopters, rescues migrants at sea and takes them to cities such as Almeria, Malaga, Tarifa, with the Spanish Red Cross on hand to offer aid from healthcare to food and water.

Also, Inigo Villa, head of the disaster management unit at the Red Cross, said the number of arrivals from north Africa is likely to increase further due to the good summer weather.

“Migrants have said: ‘Once you decide to take the risk, it is the route (Morocco-Spain) with the least risk,’” Villa said.

Thousands of migrants also try to enter Spain by storming the borders of its two enclaves in northern Africa, Ceuta and Melilla, often clambering up huge fences topped by razor wire.

The number entering Spain via the enclaves more than doubled in the first six months of the year from the same period in 2016 to 3,200 people, Spain’s Interior Ministry said.   Reuters

How Obasanjo, Yar’Adua, Jonathan govts allegedly squandered N11 trillion electricity fund – SERAP

A new report by the Socio-Economic Rights and Accountability Project, SERAP, has revealed how over N11 trillion meant to provide regular electricity supply was allegedly squandered under the governments of former presidents Olusegun Obasanjo, Umaru Musa Yar’Adua and Goodluck Jonathan.

According to the report, “The total estimated financial loss to Nigeria from corruption in the electricity sector starting from the return to democracy in 1999 to date is over Eleven Trillion Naira (N11 Trillion Naira). This represents public funds, private equity and social investment (or divestments) in the power sector. It is estimated that may reach over Twenty Trillion Naira (N20 Trillion Naira) in the next decade given the rate of Government investment and funding in the power sector amidst dwindling fortune and recurrent revenue shortfalls.”

The 65 pages report launched on Wednesday at the Westown Hotels, Lagos is titled: From Darkness to Darkness: How Nigerians are Paying the Price for Corruption in the Electricity Sector.

The report, presented to the media by Yemi Oke, Ass. Professor, Energy/Electricity Law, Faculty of Law, University of Lagos, discloses that “the country has lost more megawatts in the post-privatisation era due to corruption, impunity, among other social challenges reflected in the report.”

The report shows that, “The much-publicised power sector reforms in Nigeria under the Electric Power Sector Reform Act of 2005 is yet to yield desired and/or anticipated fruits largely due to corruption and impunity of perpetrators, regulatory lapses and policy inconsistencies. Ordinary Nigerians continue to pay the price for corruption in the electricity sector–staying in darkness, but still made to pay crazy electricity bills.”

A senior lawyer, Femi Falana, who chaired the report launch said that, “This report is a must read, and I promise to lead in the follow-up litigation efforts to ensure the full implementation of the recommendations of the report.”

The report launch was also attended by Babatunde Irukera, the Director General/Chief Executive of the Consumer Protection Council, CPC; and, Ibrahim Magu Chairman Economic and Financial Crimes Commission, EFCC; who was represented by Osita Nwajah, Director Public Affairs EFCC. Both promised to work to ensure the full implementation of the recommendations contained in the report.

Others at the events were Babatunde Ogala; Dayo Olaide, Deputy Director Macarthur Foundation; Eva Kouka, Program Officer, Ford Foundation; Motunrayo Alaka, Coordinator Wole Soyinka Centre for Investigative Journalism; representatives of the Independent Corrupt Practices and other Related Offences Commission, ICPC; the National Human Rights Commission, and the media.

The report accuses Ransom Owan-led board of the Nigerian Electricity Regulatory Commission (NERC) of allegedly “settling officials with millions of Naira as severance packages and for embarrassing them with alleged Three Billion Naira (N3,000,000,000.00) Fraud. The authorities must undertake a thorough, impartial and transparent investigation as to the reasons why corruption charges were withdrawn, and to recover any corrupt funds.”

The report also called for the reopening and effective prosecution of corruption allegations, including the alleged “looting of the benefits of families of the deceased employees of Power Holding Company of Nigeria (PHCN) levelled against a former Permanent Secretary in the Ministry of Power, Godknows Igali.”

The report reads: “The Obasanjo’s administration spent $10 billion on NIPP with no results in terms of increase in power generation. $13.278,937,409.94 was expended on the power sector in eight yearswhile unfunded commitments amounted to $12 billion.”

“The Federal Government then budgeted a whopping N16 billion for the various reforms under Liyel Imoke (2003 to 2007) which went down the drains as it failed to generate the needed amount of electricity or meet the set goals. Imoke was alleged to have personally collected the sum of $7.8 million for the execution of the contract for the construction of the Jos-Yola Transmission Line, which was never executed. There were documented/reported allegations of corruption against Imoke that fizzled-out shortly thereafter.”

“Professor Chinedu Nebo handed over the assets of the PHCN to private investors on November 1, 2013. Prof. Nebo is alleged to have corruptly funded the privatized power sector with over N200 Billion despite privatization. The allegation of N200 Billion funding of the privatised power sector during Prof Nebo’s tenure should be thoroughly and transparently investigated and anyone suspected to be responsible prosecuted. Any corrupt funds should be fully recovered.”

“Our research revealed that the sum of N1.5 billion with which the vehicles were acquired was allegedly sourced from the diverted N27 billion insurance premium of deceased workers of the defunct Power Holding Company of Nigeria (PHCN).”

“The National Assembly and members should desist from and avoid manipulating the award of electricity contracts or cite projects in their constituencies under the guise of “Constituency Project”. The National Assembly should publish and ensure the full implementation of the recommendations of all power-related investigations to date.”

“The Federal Government should back-down from Rural Electrification initiatives and allow states to undertake rural electrification through their respective Local Governments and Development Areas. Federal Government should consider fully divesting its stakes in the power sector and allow for efficient, decentralized sector governance by Federal and State governments, as appropriate, in line with the provisions of the Second Schedule, paragraph 13 and 14 of the Constitution of the Federal Republic of Nigeria 1999 (as amended).”

“The 36 state governments should wake up to their rights, duties and obligations under the Constitution of the Federal Republic of Nigeria relating to the power sector by working to promote and ensure access to regular and uninterrupted electricity supply for all residents within their states. The 36 state governments have been abdicating the duties to the power sector, bearing in mind that Power is an item on the Concurrent Legislative List under the Nigerian Constitution 1999 (as amended).”

“When the late Bola Ige took up the mantle of the Power and Steel Ministry in 1999, he probably didn’t understand the magnitude of problems in the power sector and consequently, promised that within six months of his appointment, “power failure will be a thing of the past” and that on a regular basis, he will brief the nation on the state of power, steel and aluminum. Current minister Babatunde Fashola SAN also claimed that ‘a serious Government will fix the power problem in six months’”

“The power sector under Ige was characterised by epileptic and unreliable supply, bogus billing and archaic rate collection. The late minister failed and was unable to put an end to these. His failure was attributed to acts of sabotage and corruption by people who were benefitting from the use of generators. The late Bola Ige was not accused of corruption.”

Saraki refunds pension money to Kwara

Saraki: refund pension monies to Kwara state

The Secretary to Kwara State Government (SSG), Alhaji Isiaka Gold, on Wednesday said Senate President, Bukola Saraki has returned all monies paid to him as pension back to the coffers of the state government.

The SSG made this known on Wednesday in Ilorin in a press statement issued to clarify the issue of Saraki’s pension being paid by the state government.

According to him, Saraki, who was a two-term governor of the state, has stopped receiving pension from the state since August 2015.

The SSG did not state how much was returned to government coffers, but said a letter dated Aug 20, 2015 by the Senate President also directed that money credited to his account for pension be refunded to the government.

“Dr Saraki requested that the payment of pension to his account be stopped and the amount already credited to the account be refunded to the Government, the State Government promptly complied.

“The Government not only stopped the payment of the said pension, the amount already paid into Dr Saraki’s account since he left office was deducted from the money owed to him as well as his other outstanding lawful entitlements,” Gold added.

According to him, Saraki is entitled to the money he returned as provided in the third schedule, Paragraph D (i) of the Governor and Deputy Governor ((payment of pension) Law, No. 12 of 2010 of Kwara State.

He said that apart from Saraki, other former governors and their deputies were entitled to pension as provided by the law.

“It should be noted that neither the Kwara State Government nor Dr Bukola Saraki violated the state pension law or any other law for that matter.

“The State Pension Law empowers the State Government to pay pension to former Governors of the State,” Gold stressed.

The SSG said the Senate President should be commended for his decision to abandon his legal entitlements.

“It is the hope of the state government that this clarification will end all the controversy about this issue,” he added.

Saraki had earlier told NAN that he stopped collecting pension in Kwara state, where he was the governor between 2003 and 2011.

He said, on the News Agency of Nigeria (NAN) Forum in Abuja, that he wrote a letter to the state government to stop the payment of the pension.

According to Saraki, the move was sequel to complaints from some quarters that former governors who are currently senators or ministers were receiving pension and salary in their new jobs, all from the government.

A civil society organisation, Socio-Economic Rights and Accountability Project (SERAP), had accused the former governors of receiving double pay from government, and said it was illegal.

Lost city of Jesus’ apostles found

Archaeologists may have found in the Israel, the lost Roman city of Julias, home to three Apostles of Jesus Christ.

Peter, Andrew and Philip are believed to have resided in the lost city of Julias, which may have existed on the northern shore of the Sea of Galilee, Haaretz reports.

It was Jewish historian Josephus Flavius (37-100 AD) who first indicated the existence of the city of Julias, which he said had been built on or near the fishing village of Bethsaida, by King Philip, the son of the biblical King Herod.

He created the Roman city and called it Julias after Julia Augusta, mother of Roman Emperor Tiberius.

According to MSN, Archaeologist Dr Mordechai Aviam of Kinneret College, told Haaretz: “Josephus reported that the king had upgraded Bethsaida from a village into a polis, a proper city.

“He didn’t say it had been built on or beside or underneath it. And indeed, all this time, we have not known where it was. But the bathhouse attests to the existence of urban culture.

“Our main surprise was that at the bottom of the excavation, in a small area, a wall of a building was discovered, and next to it was a mosaic floor and artifacts that characterise a bathhouse.”

The mosaic wall is an indication that a church once stood there. A bishop of Bavaria, who visited Israel in 725 AD, spoke of visiting a church at Bethsaida that was built over the house of Peter and Andrew.

Another reason Julias is likely to be located at the site, called el-Araj, has to do with an error about the level of the Sea of Galilee.
